sometime after the introduction of the Goods and Services tax in July 2000. What is known is that they are sold by the S.T.A. to "certain tour operators" who in turn sell them to tourists as part of a tour package. As most are probably kept as souvenirs, they are a rather scarce ticket to find. The "certain tour operators" remain unknown to date. |
