This section briefly acknowledges the Ministry of Transport discussion paper of July 1983 and includes some of the statistical information from within the book (which was originally sold by the Victorian Government Bookshop). We have included this for those who have a wider interest in transport topics and because its preparation co-incided largely with the period of the zonal fare system which we are reviewing in this chapter.

The paper was released to outline the work done so far in preparing fpr the "Statement on Transport" whose aim it was to identify and follow specific programs for improvements to the Victorian Transport System from 1983 to 1986. It details the structure and goals of the four new Transport Authorities, recognises ticketing issues and provides broad statistical information on Metropolitan and State transport issues. The paper was also released to encourage feedback and establish consultation with the community in preparing the Statement on Transport. The book is a very interesting 80-page reflection of the thinking and ambitions of the Victorian Transport Ministry at the time.
